Abstract

The dissertation consisted of 3 objectives as 1) to study the principles of Buddhist management, 2) to study the principles of Good Governance in the management of the local government, and 3) to create patterns and processes of local governments on integrated Buddhism. Data were collected and analysis from questionars on the application of the principles of Buddhism. The sample consisted from the local government executives and people in local government Lamphun's number 58 in 8 districts of 474 samples as an executive organization of 174 employees, people 300 samples and the conclusion of the interview, the chief executive of 5 samples in Lamphun Province.

The results revealed that :

The principles of Buddhadhamma in management of the organization as :  Adhipateyya, Agati, Brahmavihāra, Iddhipāda, Sangahavatthu, Aparihaniyadhamma, Sappurisadhamma, Rājadhamma or duties of the king and Cakkavatti-vatta.

The principles of Good Governance in local government issued in the Order of the Prime Minister with the creation of governance and social good in 2542 B.E. ( 1999 A.R.), consisted of 6 rules as the followings : 1) the rule of law 2) the virtue 3) the transparency 4) the participation 5) the primary responsibility and 6) the main value.

In local administrative organization on the principles of Buddhadhamma and Good Governance, the local government executives have their opinion about the model and process of local administration were evaluated the quality in highest level of all sorted in descending include: Iddhipāda, Sangahavatthu, Brahmavihāra, Sappurisa dhamma, the virtue, the rule of law, the main value, the primary responsibility, the participation, and lowest the transparency. The local people have their opinion about the model and process of local administration were evaluated the quality in highest level of all sorted in descending include: Iddhipāda, Sangahavatthu, Brahmavihāra, Sappurisa dhamma, the virtue, the main value, the primary responsibility, the rule of law, the transparency and lowest the participation. While the chief executive group are 5 in number for adoping the principles of Buddhism integrated in the management of local government. Many religious topics as: Sikkhā, Samādhi, Sangahavatthu, Sappurisadhamma, Iddhipāda, Brahmavihāara Hiri-Ottappa, Soracca, Manodhamma, Virtues, Saddhā, Sati, Ditthi and Rājadhamma or duties of the king.

The model and process of local administration on integrated Buddhism have a sequence of stages: 1) to cultivate the desirable values in the strategic management of the organization ​​2) to set up the desirable values with the determine the principles of integrated Buddhism and Good Governance in local the organization 3) to determine how to give the organizational knowledge through seminars, training to develop their human resource development and organizational development and 4) to determines the desirable for the sake of identity (organization) others benefit (people) and beneficial to both parties that can be a model and a role model to other organizations.
